What We Do

Compliance Services for Regulated Firms

Purpose-built programs for FINRA-registered broker-dealers and SEC-registered investment advisers operating in today's examination environment.

Outsourced CCO Programs

We serve as your Chief Compliance Officer or compliance support function under FINRA Rule 3130 and SEC Rule 206(4)-7. Our engagements cover annual certification requirements, review of supervisory systems, and ongoing regulatory liaison — delivering experienced CCO oversight without the cost of a full-time hire.

AML / BSA Programs

We design and maintain anti-money laundering programs compliant with the Bank Secrecy Act and FINRA Rule 3310. Our services include written AML policies, risk-based customer due diligence (CDD) frameworks, annual independent testing, suspicious activity reporting (SAR) procedures, and FinCEN compliance reviews — built to withstand FINRA examination.

Written Supervisory Procedures

We draft, update, and maintain Written Supervisory Procedures (WSPs) required under FINRA Rule 3110. Our WSPs are tailored to your firm's business lines, products, and personnel structure — not off-the-shelf templates. Each WSP set maps supervisory obligations to specific rule requirements and is designed to hold up under examination scrutiny.

Compliance Training

We deliver role-specific compliance training for registered representatives, principals, and operations staff. Programs cover Regulation Best Interest (Reg BI), suitability standards under FINRA Rule 2111, AML obligations, cybersecurity awareness, and annual continuing education requirements — keeping your team examination-ready and informed of current regulatory expectations.

Regulatory Intelligence

We monitor FINRA rulemaking, SEC releases, FinCEN guidance, and enforcement actions to keep your compliance program current. Our regulatory intelligence service includes timely alerts on examination priorities, proposed rule changes, and enforcement trends — with practical analysis of how developments affect your firm's specific obligations and required program updates.

About Falcon Compass

Built for the Regulatory Examination Environment

Falcon Compass was founded to give small and mid-size broker-dealers and registered investment advisers access to the same quality of compliance infrastructure that larger firms take for granted. We focus exclusively on US-regulated firms — FINRA-registered broker-dealers operating under Rules 3110 and 3130, and SEC-registered investment advisers subject to the Compliance Program Rule under Rule 206(4)-7. Every program we design is built around the examination standards regulators actually apply, not theoretical frameworks.

Our team brings direct experience in FINRA and SEC examination preparation, AML program design under the Bank Secrecy Act, and supervision system development for firms across a range of business models — including full-service broker-dealers, RIA-only firms, and hybrid BD/RIA registrants. We are not a law firm. We do not offer legal advice. We build compliance programs that function under scrutiny — programs your principals can certify with confidence.

Exam-Ready Programs

Every engagement is designed around FINRA's examination framework and the SEC's Risk Alert process. We build to the standard examiners actually apply — not to a generic checklist.

No Templates

Your Written Supervisory Procedures, AML program, and compliance calendar are written for your firm, your business lines, and your registered personnel — not adapted from generic forms.

Built to Last

We build programs you can maintain. Clear ownership, documented procedures, and a compliance calendar that keeps your obligations on track through annual reviews and regulatory updates.

March 2026

FINRA's 2026 Report on Examination and Risk Monitoring Program identifies Regulation Best Interest compliance, AML program effectiveness, and cybersecurity controls as top examination priorities for broker-dealers. Firms should expect heightened scrutiny of Reg BI documentation, including Form CRS delivery records, care obligation analysis, and conflict-of-interest disclosure practices.

Regulation Best Interest: Compliance Obligations for Broker-Dealers in 2026

February 2026

Regulation Best Interest under Exchange Act Rule 15l-1 continues to be a primary focus of FINRA examinations in 2026. Broker-dealers must demonstrate documented compliance with all four component obligations — Disclosure, Care, Conflict of Interest, and Compliance — with examiners focusing especially on the quality of best-interest analysis for recommendations involving complex products and rollovers.

AML Independent Testing: What Broker-Dealers Need to Know

January 2026

FINRA Rule 3310 requires broker-dealers to conduct independent testing of their AML programs on at least an annual basis, or every two years for firms that do not hold customer accounts or handle customer funds. Independent testing must be conducted by qualified personnel — either internal audit staff or an outside party — and must be documented to satisfy examination requirements.
